F-14 questions

I need opinions of a 39 F-14. Tractor has tiptoe rear steel, cast front with poor rubber. Not running but loose, owner says it will run with a magneto. Most of original paint is visible. Manifold good, but no exhaust. It has a one bottom mounted plow (not mounted).
Questions:
1. Approximate value of tractor ( he is asking 1,000)
2. Was the mounted plow an option for this tractor. The draw bar is modified to accomidate this plow.
I am not familiar with the F-14, any suggestions on what to look for would be appreciated.
