Old tractors were designed to run at wide open throttle, with a full load. Only if you are doing something light, should you use reduced throttle. As the post says below, it is easy to tell if you are overloaded. The tractor should be running at it's rated rpm. Let out the clutch and you should be at maximum rpm in a few seconds. If it doesn't get to full rpm, you will burn the valves first, and then the rest of the engine. You will not be doing your engine a favor by running at part throttle with the proper load. That's what the govenor is for.
