Yup, thats the way, I would also wire brush and clean the axle before sliding the new one on. I did mine before removing the old one, as there was rust, dirt and scale. They used to use a real thin tube that would slide over the axle so the seal could slide on without tearing on the axle key way. Just grease it and very carefully slide it over slowly until its home.
