That cyl. is used as part of the optional Traction Control. Sounds like your 400 has it. The tractor fast hitch can be used without it as mine doesn't have that option. There should also be an adjustment lever with kind of a "D" ring at the top and notches on the downleg bar below and behind your left knee when sitting on the seat.
