Question on H front welded wheels??

I have a 43 H. It has front wheels that appear to steel originally, but then professionally cut off and rubber tire rims welded on. When I first got it I thought that it was a home brew thing, but then I saw another tractor with the exact same mod. Has anyone else seen this? Is it a factory thing, dealer mod, or what? Any comments appreciated.
