M tuning

My M won't seem to run right. Has good even compression so I know that it can.

I have done a complete tune-up. It has a magneto. I set the timing so that it snaps at the first mark.

When it is running, I checked the timing with a light. It is firing when the marks are at 12 o'clock position on the crank. From full throttle to idle, the timing marks do not move from this position.

It is my understanding that this timing should advance with the RPM and retard when it is reduced. Is that so or not?
