Paul: 3800 does seem a bit steep, and then there is the neighbor factor Kurt mentions. Having said this, trucks are much different than tractors in that not as high percentage of trucks built have stood the test of fifty years. I have been looking for a certain old truck for 10 years now. I don't have it yet as I just cant find a version of the model I want. So maybe your neighbor is not far out of wack on price. Its not a heavy pickup so my thoughts would be 2500-3000. This truck doesn't fall in same catagory as 70s, 80s or 90s anything.
