super h oil pan questions

I removed the oil pan from a Super H and there were 2 holes on the left side of the block filled with cork. Thinking it was accumulated crud I removed it. What is the purpose of those plugs and do they need to be replaced? Also 2 bolts are longer than the rest Where fo the long bolts go when reinstalling the oil pan
