Ammeter gone crazy

After starting my Farmall H the ammeter shows the tractor at a slight discharge for about three or four minutes. After that it suddenly jumps to charging at about 10 amps. After a few minutes at a steady charge the needle then starts to jump all over and every now and then will go back to a steady reading at a slight discharge. I had the generator and regulator tested together and was told they were working fine. And in general the tractor does seem to be charging. Any help on what I should look for or how I should test this would be appreciated.
