Dan take the cover off the voltage regulator and see what the points are doing. If you can see some spark between them, then you need to sligtly increase the spring tension so the points are making solid contact. Have a stick with you and touch the points together and I'll bet that ampmeter gauge jumps to a steady 10 amps or so. I had to do that on a recent rebuilt generator on my 51H. Points were mis-adjusted a tad.
