This may be a dumb coment. Do you have the trailor on the ball of your hitch? Mine acted the same way when I was hooking them up a few years back. I had the truck pulled up to the tounge so I could hook up the plugs but didn't have the trailor on the ball and the brakes stayed locked up till I hooked up the tailor on the hitch.It must be a saftey thing.
