Movement of drive sheave

I purchased 2 new idler pulleys and a new woods belt from Carter & Gruenewald Co. for my 1958 cub tractor and woods belly mower. I installed the two new pulleys and belt,and put tention on belt. The belt fliped like it always did before, but I saw that the drive sheave pully on (pto)was moving back and fort quiet a bit on drive shaft. I pushed drive sheave in and tightened the 2 bolts on the drive sheave bushing. I reinstalled belt and this time the belt didn't flip because the drive sheave didn't move. Question? How much movement should their be,if any on the drive sheave? Did I do the right by tightening the 2 bushing bolts on drive pulley on rear of tractor (pto)? Could this have been my problem all a long causing belt to flip? It seems to be fine now.
