what is this dipstick on my H

I own a 1940 Farmall H tractor, and wondered what the dipstick is for which is located on the opposite side of the tractor than the battery. It is under the sediment bowl. It has a cover that is loosened by hand and a dipstick about 12 in. long. What does this dipstick measure and what fluid goes in the tank that the dipstick is in.

I also was wondering what the two levers do that are on the opposite side of the light bracket from the choke lever.
