That dipstick would measure the hydraulic oil in the the pump reservoir. You can use IH HY-TRAN or depending on what you will use the H for, a universal hydraulic oil will work.
The 2 levers, if they are between the brake pedals and the light, I would guess they would be: 1 to put the hydraulic pump in gear, and the other would be to operate the hydraulic valve.
