I have a '50 Super A that I've been driving for about 40 years -- the right brake has always grabbed easily, while the left barely holds. It may just be a design flaw, but it may also be that it would cost money to get it fixed, and the easier solution was to turn right only. Keep in mind that brakes are there mostly as an aid in turning, not to stop the tractor. Band brakes always seem to be noisy. It is a character flaw, not a problem.
