Install the timing gears out of a later tractor (SH on up) and the timing gears will not be a problem. Install a pressure relief on the pressure side of the pump and stalling the pump will not be a problem. Run the starting tank into the top of the lift all and you get an additional 7/8 of a gallon of oil capacity. Use the liftall as a resivior for the live hyd like you said, but you still have the liftall. You might not have a use for the liftall today, but you might later. Seems to me that a 15 gpm pump on a 7/8" belt will fry the belt if you put a full pressure load against it. The belt would be just another maint item to upkeep. Plus the pump behind the ignition just looks a little cleaner.
