Are my 1940 H's Valves in Good Shape?

I'm a relatively new motorhead/tractor owner and somewhat mechanically enclined. I understand theory but don't have much actual experience with this stuff, however I'm willing to learn. How can I determine if my valves are functioning correctly? I removed the valve cover and noticed some gunky build-up in between all the valves along with some oily residue. Is that normal? If not, what should I see under the cover if everything is functioing properly? What's the best way to clean that area?
