Mike, dose the tractor run? If so does it run well? If it runs well and dosn't miss then I would say that their is nothing wrong with your valve train.Was their somthing that caused you to remove the dome cover?What you are looking at is the top end ,basically valve spings and oil galleys, you can run your H with the dome cover off and make sure that all of the valves are opening and closing and that you are getting oil up top to lubricate the rocker arms.If the amount of sludge is a problem then you can scape it out but you must change the oil when you do this,not changing the oil enough is what caused the sludge.You can also run an oil kerosene mixture through the engine to clean it out.4qts oil 1qt kerosene.Do not run this in the tractor to long it may damage you bearings,you may want to drop the pan after this to make sure all debris is out,then put fresh oil and filter back in the crankcase and run it.you may have to change the oil a couple times to get any small particals out of the system.
