H felt washer

Hi all,
I just got in my engine kit a couple of weeks ago for my 50 H. Got everything back from the machine shop and started to put it together. Heres my questions. The kit is a Tisco and in it are the two halves for the rear main felt seal, the felt for the back of the water pump pulley and another felt washer/seal that measures about 1 1/4 in. across and about 9/16 in. inside. What is it for? I dont recall finding one this size when i tore it down. also when i cleaned up the bolts I found 2 bolts that have brass washers on them. I assume they are for the side lifter/pushrod cover but there should be 3 for that. Do they go somewhere else? Thanks for any help.
