I take it he has been buying new ones. I was going to eliminate a cut out and add a regulator awhile back and found that the regulators came positive or negative ground and you had to get the right one according to what type of system you had. Also, you need to polarize and insure that you are polarizing correctly when you put the new regulator on. Also, you need to make sure the wiring is absolutely correct. A couple wires hooked up wrong will really screw things up. You can't always go by how it was before because the person who worked on it before you may have not known what he was doing and put it together wrong. Be sure the wiring is right. I would just about bet your problem is one of the above but there are the other possibility's such as bad connections, shorting out wires, getting faulty regulators, and so on. Most parts stores, when they sell a regulator to you its yours and they will not take it back. They are expensive so be sure that you get it all figured out before you burn up another one.
