The idle mixture is adjusted when the tractor is idling at MINIMUM RPM. Yes the T handle screws the needle into the main jet. Wish all the A B C carbs were that way but they're not. The main jet's T handle is adjusted at wide open throttle. As to the direction to turn the idle mixture screw, I will quote from the service manual -- (you need to get one, and a parts and a operators manual):"Turning the idle adjusting needle TOWARDS the seat increases the suction on the idle jet, and, hence more fuel flows through the calibration --- Turning the idle adjusting needle AWAY from the seat reduces the suction on the idle jet and as a result less fuel flows through the idle jet. This is a very simple carb, perhaps your mechanic did not clean it out well enough, or didn't replace some needed part.
