Thats the idle metering jet.It should have a small hole through it. It meters a small amount of fuel up to the top half of the carb where the idle mixture screw is. I havn't had any luck removing them without breaking it off so try to blow it out with air and carb cleaner. By the way, the idle mixture screw is for idle air not fuel so screwing it in will make the mixture richer. Have fun, Ed.
