F12 Carburator

I am trying to rebuild my F12 carburator after about 15 yrs. non-use. I separated the top and bottom of the carburator and noted a short about 1/2 inch brass tube extending from the center of one half. This tube appears to be plugged with something. Is this just a locator tube and should be plugged, or should I attempt to unplug it. I don't want to wreck this thing.
