M Piston Pin Bushing

Howdy all, I have a student who just bought new pistons and sleeves for his tractor. His old rods have the 1" reducer bushings in the rods. The new pistons have 1.315" piston pins. We ordered new piston pin bushings for the 1.312" and were trying to assemble the rods to the pistons, but, they were very tight....VERY VERY tight. I don't want to break the bushing, the rod or the piston. Do we need to heat the rod, or possibly take it to a machine shop and have the bushing bored to the correct size? or could we just take sandpaper and file the bushing down to size?
