Assuming you have the right carb and it is clean, there are only a couple of things that could be wrong. Get a manual (I don't have one for a 400) and make sure the float is set to spec. Get a new float valve and seat. Make sure you have not messed up the main jet/needle by screwing it in too tight. Same thing for the idle jet, except it has little or no effect at high idle. Forget the vacuum gauge, these tractors are not sophisticated enough to need them. At WOT, turn the main jet in until it starts to run rough and back it out 1/2-1 turn. You should be able to fine tune this jet for max power and still not have it too rich. I think you have a float problem, perhaps it has a small hole in it.
