400 smokes black and fouls plugs

I have had this 400 for going on 4 years now and if I didn`t have a sand blaster in the shop, I would go broke buying skark plugs. I have rebuilt the carb several times. The orlg. carb will not run unless the mixture screws are almost seated. Just got a used carb, and went through it, compleat kit and new idle jet. Set the float to reduce the level in bowel. Tractor runs great, but still smokes black on runup and part trottle. Is there some tricks to lean these out so that they will run OK for light duty, 6` bush hog, mowing, raking, and baling hay, and 14` disk. I went through the other carb and couldn`t see anything, so I am going to try it when I get time. Oh by the way, when the tune ups are done, the carbs are set by ear and then tuned in with a vac. gage. Timing is set by a timing light and tuned at high idle with vac. gage. Both of my IH tractors foul the #3 plug first.
