John - A buddy of mine had exactly the same problem with his 400 last year. After multiple carb rebuilds, a new distributor and a valve job with no effect, we noticed the distributor had to be rotated about 30 deg away from normal ("normal" relative to other C264 engines) in order to get it properly timed. We also observed the carburetor would "puff" air-fuel mix out the air inlet as the engine was cranked. Based on that info we disassembled the front end and removed the timing cover. Inside we discovered the key in the cam gear had sheared and the camshaft slipped to about 30 deg retarded relative to the timing gear. Replacing the cam gear key solved the problem. The 400 now runs fine with no smoke, plug fowling, etc. Not surprisingly it also now has more power and burns less fuel.
