Gotta go with the majority on this one--Binghamton is downstate. Watertown, Odgensburg and Massena are upstate. In case you haven't guessed, I'm from "upstate"! I tend to chuckle at the notion that anything north of NYC is "upstate"--there's a lot more to New York than the city. Most people use the Northern/Southern tier dividing line as a rough boundary for what constitutes "upstate".
