Another angle to try. I had a very similar problem with my '40 A when I brought it home. Inside the carburetor bowl there are three passages that all feed from the main jet well at the bottom. In my case, two of them were plugged. The holes are darn near microscopic and I had to use very small wire to clean them. After that, It seems to run just fine. Good luck.
