560 oil mixed with water

I just noticed when I engaged the PTO on my 560 that oil will come out of hole that is at the top of my PTO housing. I am guessing it is for cooling purposes. When I drained the PTO, there was a bunch of water that came out with the oil. How did the water get in there and why is oil coming out the top? Also, I drained the oil in the transmission and there was a bunch of water that came out of it. Again, how could it get in there and how can I fix it? Thanks in advance.
