IH 560 Hyd. problem

No hyd. presure to the power steering. Tractor has no pto and no control valves under the battery box, just a 3/4 in. hose looped from the presure side back to the return. The hyd. pump is the only pump inside the housing. No power steering pump is used. Without the hydra-valves, there is no relief valve to control or maintain hyd. presure. With the 3/4 in. hose looped in where the hydra valves should be, the pump circulates oil, but with out presure. Do I need to instal an adjustable relief valve in thr 3/4 in. line and set it to 1200 lbs.? Or have I missed something? Thanks in advance Butch
