Also remember that running for short periods will run your battery down. The generator is sized so that it'll charge the battery over time, but not in 10mins.
As to water, in the winter this will always be a problem, the gas tank is vented so in the daytime it warms up and the gas and air expand a bit. At night as it cools it draws in air, and moisture. If I had to store outside I would always make sure to throw a tarp at least over the gas tank to keep the vent covered so if it rained or snowed it would keep that out.
If you've got enough water in the system to freeze hard enough that it won't start you need to pull the gas tank and drain and flush it thouroughly. I'd drain and then fill with boiling water and flush and drain again. This would be a good time to seal the tank too while you have it off. Remember to get it really clean before sealing.
Then drain the carb too. The carb is the lowest point in the system, water is heavier than gas and so should settle to the lowest point.

Another thing to help with cold starts in the winter is a magnetic block heater. I'd stick it on the oil pan 20mins before I went out to start in the morning. Warm oil will flow so much easier it would make a big difference. I'd also consider 5w30 oil or maybe 10w30 synthetic. My truck starts far better when its cold with the synthetic in it. You could use the lighter oil only in winter, switch back to a heavier weight in the summer. Maybe you could even save the synthetic for next winter? Probably not the best idea, but that stuff is expensive.
