When you say "will not stop," do you mean it always has torque or just spins around? My SM's PTO always turns, but it contains no power. I can stop it with my hand (no jokes about me, now, guys) and it definately won't power any equipment. My friend's 460 does something similiar, with the same outcome. However, if there is constant power going to the PTO, that could be a hazard if you want to operate PTO equipment. Good luck, and be careful!!!
