300U Steering Shaft Seals -- Need Help

Last summer I replaced the steering shaft seals on my 300 Utility (it has power steering). Unfortunately, the shafts still leak, even with new seals. When I removed the old seals, I noticed that the shafts had worn some, and built up the shafts with JB Weld. I haven't used the tractor a whole lot since then, in case the new seals need to "seat" on the shafts, but I was hoping for more success. The seals are $6 a piece, so I don't want to try again with the same results. Should the next attempt be to use a "speedy sleeve" to go over the steering shafts? If so, any ideas as to correct size? I think the shaft bushings have some wear, caused by a previous owner not replacing bad steering knuckles and allowing too much slop in the steering box. Could the overly worn bushings be letting too much lube past, so much that the seals can't handle it? Thanks for the help.
