Merlin, we used to have a problem like that with our "H", we added some brake fluid to the reservoir to swell the seals enough to transport the tractor to the shop. Then we tore it down and resealed it. Try it out, if the tractor works properly, then you know it's the seals. If your going to make a lawn ornament out of it, e-mail me and I'll come get it out of your way.
