Farmall M not charging

I have a Farmall M that has been converted to 12 volts. I have rewired the tractor using the Farmall M manual except reversing the wire running from the regulator "Bat" terminal to ammeter and the wire from ammmeter to starting switch since it is now negative ground. The generator has been rebuilt and there is a new regulator. However, it will not charge. When the lights are turned on it will discharge. What do I need to do to fix this problem? Please be specific because I really don't know anything about electricity on a tractor.
