I agree with Red, no connection here with workings of fast hitch. My guess is some cheap guy installed a size smaller rear tire to save some money. He is probably selling it now as it won't pull good.

The fast hitches didn't lift implements like plows very high off ground so there was some advantage of oversize tires on rear, but purely to give more clearence in raised position, and had absolutely nothing to do with operation of hitch.
