Dan, the oil filtration on the H is not full-flow. It merely takes a portion of the oil in the main gallery and filters it then dribbles it back into the oil pan. The filter base doesn't have the relief valve in it. The pressure relief is built into the oil pump. The only thing to check in the filter canister is the small hole in the long bolt. That is the return of the filtered oil into the sump so make sure it is not clogged or you will have no filtration. That said, if your engine has been running OK for a while there's a good chance nothing is plugged. Beside the valve cover and pan, you can remove the governor cover and check in there too. The governor is the end of the line for the front portion of the engine. Oil there would tell you that part is OK. The rocker arm assembly is the end of the line for the center cam/main bearing branch of the circuit. Oil should be at the pivot point of each rocker arm. Were the tractor mine, after checking under the covers, two oil and filter changes about 20 hours apart would be about all that's necessary.
