Push Rod shaft Diameter

Just ordered my rods and have 2 questions I need help with. #1 The bent shafts are 1/4"OD and my shop manual says they should be 9/32"OD on my IH240U 123ci and forC-135-146-153 engines so whoes right? #2 To change all shafts is it OK to remove valve lever shaft in 1 piece or compress springs to each valve 1 at a time to install new push rods? Yes I've never done it before and will have more ?? about setting valve clearence later.THX Bill
