IH 966 Hydro transmission slipping under load

When we hooked a plow to the 966 with hydro transmission and put the plow in the ground the tractor would not pull it and the tires were not spinning and the engine did not pull down,it was just like a clutch was slipping and with the tractor moving if you press the brake pedal the tractor would stop. Could someone tell me what is wrong? Thanks
