Tim, When you pull your TA lever back to run on the low side you are running the power through the planetary gear set. When this happens you are opening the TA clutch their by releasing the TA assembly from the torque of the engine. The natural response of the TA assembly is to turn backwards. This what the over run clutch is for (ramp and roller) to lock the TA assembly from turning backwards. Now the reason your tractor will coast when on the low side is the over run clutch only lock the counter rotation not the clock wise rotation. If the TA assemble had some sort of hydraulic brake mechanism that clamped the TA assembly solid then it would not free wheel. My opinion for the reason IH did not do this is to keep people from over running the engine. Imagine running down the road in 5th gear at close to 20 mph and pulling the lever back to the low side. It would either overrun the engine, slide the tires or throw you over the steering wheel.
