change the oil and now it won't run.350U

I have a IH 350 UT I brought it in to the shop to change the oil and now it will not run.The motor is not turning over fast enough to fire.Well I thought that I had a bad battery so I went and got a new one ,Did not help ,So now a started to look for other problem’s .SoI pulled out the plug to see if the motor would spin faster with no compression .W ill that did not help .So I pulled out the starter to see if it was braking down .Took it to town to have checked .Checked out ok. So why I had the starter off it put a pry bar in against the fly wheel and tried to move it .well it did not move.With no plugs and starter I could got get the motor to turn over by hand . I push the clutch in and the motor turned about 1in and then stopped. So what is wrong something in the motor or the tranny. Any good ideal be for a start tearing into it. Last winter I rebuild the motor.
