I had a similar problem with my 7000 allis and my IH 560 after I got a batch of fuel with moisture in it. Talked to a guy at the local diesel service shop and he said it was probably the metering valve in the diesel pump. He recommended using Stadyn (not sure of spelling) fuel additive at about double the recommended strength and working the engine hard for a couple of hours. It solved the problem on the 560 but I had to have him work on the 7000. Wasn't too bad cost wise (about $100). His opinion is that even condensation in a fuel tank of a tractor that isn't used frequently causes this problem.
