The draft lever should not raise the hitch higher than the other lever. But I can see the fast hitch not raising the mower high enough because the fast hitch has different action if you had fast hitch mower on the fast hitch you would be ok or if you had 3Pt mower on 3 Pt hitch you would be OK they don't move the same.
