its your digital meter . they can't handle choppy dc voltages .saw a factory rep try to check the voltage of a stepping motor once with one and he was befuddled . loaned him my analog meter and every thing was fine. the voltage regulator vibrates to maintain reguired voltage even though its pulsating dc it averages out .
