IH 464 hydraulic problems

Here's the deal. I have an IH 464 (diesel) that slowly started to have hydraulic troubles. The power steering suddenly goes out when the tractor is warmed up especially when bush hogging. When heavy grass is encountered, the PTO also slows to a crawl but no strain is noticed on the engine. I have changed the hydraulic filter several times. I took off the pump and it seems in good condition and performs strongly "when" the the system works. I also took off the power steering line from the multiple control valve, started the tractor, and hydraulic fluid sprayed very forcely out. When I did this, the hydraulic system worked fine for a while, but after a while, when the tractor was well warmed up, the power steering and PTO began acting up again. I checked the power steering lines and they are open as fluid pours out of them. The brakes seems to be a little spungier than before too. Does this sound like the Multiple Control Valve needs to be overhauled or cleaned up? Recommendations, advice, or anything would be very much appreciated.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
