Extra wheel weight for Super A-Which side???

Doesn't the extra wheel weight on a Super A go on the extended axle side? I thought it was to off set the fact that all the tractor weight is on the short side and by having extra weight on the extended side it wouldn't try to turn over on a slope.My neighbor and I had this discussion.I believe mine is on the wrong side.
