The responder who suggested the simple U-tube manometer to check float level is a genius ..... I sure liked his idea. I am adding this in case you may have overlooked the simple ..... I have had the same problem on Farmalls thru the years. It is the float valve sticks or just doesn't seat. Replace it with a basic overhaul kit. Or, turn the fuel valve off and try starting it. It should run when the fuel works its way down to the proper level in the carb bowl. sometimes after it is running, the vibration will get the float valve freed up and working again.
