Sounds like the float level still is not set correctly. If the carb has a plug in the bottom of the bowl you can remove it and rig up a test device as follows. Find a replacement plug the same thread as what you removed. Drill a hole through the replacement plug and mount a small metal tube/barb using solder, JB weld, braze, etc. Place a clear piece of tubing over the tube/barb mounted in the plug and hold the tubing vertical. Turn the gas on and the fuel in the tubing will rise and visually indicate the level of fuel inside the carb bowl. You can accurately determine the position of the fuel and the relation to the needle and seat. Hope this helps.
