H Governor problems

I need help with the governor on my '50 H. While mowing the engine opened up to full throttle. Opened the gov case, the clevis pin from the linkage was gone. Put in pin and cotter and the tractor ran fine for the next hour then began high revs again. When I opened the case there was the original clevis pin and a very small piece of what looked like gear. It starts right up but runs way to fast. I removed the carb to align the gov shaft in the notch and it it still wants to rev way to high. I really need some help on this one. Thanks to all.
